Solutions for municipal utilities

Regional energy rethought!
Public utilities as the driving force behind the energy transition.

East Energy Group

challenges
for municipal utilities

Heat transition at the local level

  • Municipal heat planning requires quick solutions

  • Gas networks must be replaced or transformed

  • Local and district heating systems are often outdated and powered by fossil fuels

Declining margins in traditional electricity distribution

  • Customers expect green electricity at fixed prices

  • Competitive pressure from direct marketers and discounters

  • Margins are collapsing, cross-financing no longer works

Digitalization and modernization backlog

  • Network, measurement and IT infrastructure often outdated

  • Smart meter rollout is slow

  • Data management not centralized

Increasing complexity in
Technologies and regulation

  • Own operation of PV, wind, charging points & heat solutions requires know-how

  • Funding applications, PPA models and tenders tie up staff

  • Lack of staff slows down scaling

Our solutions for public utilities

Expanding own generation capacities

  • Planning, construction and operation of PV and wind farms in the local area

  • Contracting models for customer systems (roof, open space)

  • Direct marketing via PPA or virtual power plants

Making heat supply climate-fit

  • Transformation of existing networks to power-to-heat, heat pumps, storage

  • Integration of industrial or municipal waste heat

  • Development of new local heating systems for neighborhoods and new development areas

Scaling charging and storage systems

  • Development of charging infrastructure for municipalities and businesses

  • Battery storage for grid stabilization & peak shaving

  • Energy management systems (EMS) for controlling decentralized assets

Develop & market customer solutions

  • White-label models for PV, storage, e-mobility & heat

  • Energy communities & tenant electricity solutions

  • Digital customer portals for contract management & consumption analysis

Funding & implementation support

  • Funding advice (BEW, EEG, KfW, municipal guidelines)

  • Technical project planning, approval planning & construction supervision

  • Training and know-how transfer for internal teams

Typical application examples
for municipal utilities

Transformation of an existing gas heating network

Solutions:

Conversion of a municipal heating network to a power-to-heat solution (e.g., electrode boilers), supplemented by heat storage and PV systems on utility buildings. Controlled via a central EMS system.

Result:

Fossil natural gas is completely replaced. Security of supply is maintained. CO₂ emissions are reduced by up to 90%. Eligible for subsidies under the Federal Energy Agency (BEW). The municipal utility is positioning itself as a climate-neutral heat supplier.

Construction of our own PV park for basic supply

Solutions:

Planning, approval, and construction of your own open-space PV park in direct proximity to the utility's supply area. Direct marketing via PPA or feed-in to your own grid. Optional: citizen participation model.

Result:

Regional added value. Affordable green electricity for end customers. Enhanced image through "local electricity." Financial independence from the wholesale market.

White label product for PV & storage for end customers

Solution:

Development of a municipal utility's own offering for a complete package of PV systems, storage, and wall boxes—including planning, financing, and service through partners such as East Energy. Available for booking via the customer portal.

Result:

A new revenue stream, increased customer loyalty, and easy scaling. The municipal utility becomes an energy service provider instead of just a supplier. Eligible for funding through federal programs.

DC fast charging park for municipal areas

Solution:

Installation of a charging park with 150–300 kW columns at a strategic location (e.g., train station, town hall, shopping center), combined with a PV carport, battery storage, and direct billing for municipal utility customers.

Result:

Meeting growing demand for fast charging, a new source of revenue, and visible positioning as a provider of modern infrastructure. Combinable with e-car sharing or city fleet offerings.

Our technologies in action

  • PV & wind power plants (own operation & leasing models)

  • Battery storage & power-to-heat systems

  • Charging infrastructure (AC/DC, public & commercial)

  • EMS / SCADA systems for grid and consumption control

  • Heating networks, heat pumps, eMethanol, waste heat recovery
